It may seem new to some, but this kind of policy is effectively baked into Sony. So if you want to mod on consoles you really only have one real choice as far as that is concerned, and I wouldn't expect Sony to change their minds on this. While Sony appears absolutely determined to prevent it at almost any cost. I know that last option makes me shudder as well, but Microsoft has made it perfectly clear that they are entirely fine with modding on their platform. I would humbly suggest upgrading your rig, or purchasing an Xbox One. Then you are playing on the wrong platform. Frustrating as it may be if you want to play a modded version of the game on consoles. Modding the game on their console can only be done using asset that are already in the game, and that is probably going to require a dedicated creation kit. Meaning as far as I have come to understand it. Sony isn't going to be allowing mods that make use of external assets.
